I am the Jack L. Walker, Jr. Professor of Public Policy at the University of Michigan. I hold faculty positions in the Gerald R. Ford School of Public Policy, Department of Political Science, and Center for Political Studies, Institute for Social Research. I received my Ph.D. in Political Science from the University of Michigan in 1991. My current research focuses on intergovernmental cooperation in U.S. metro areas; local government capacity; political participation; elections; economic development; and urban politics and policy. I teach classes on state and local policy analysis, community and economic development, interest groups, program evaluation and research design. I am also Director of the Program in Practical Policy Engagement at the Ford School.

I teach in the Ford School's BA, MA and PhD programs. Whenever possible, I seek opportunities for my students to engage with real-world policy problems.
